Making your roasted potatoes oil free is actually very simple and delicious! You just do the same thing you would normally do without oil! I use UNbleached parchment paper to roast all my veggies on. There is a big difference between bleached and UNbleached. Bleached parchment paper when heated could potentially leach dioxin, which you can read about here and why you should try to avoid it. The potatoes may stick a little bit to the paper with no oil but they peel right off easily!
